The Ginyu force was composed mostly of mutants and they were considered the strongest in the galaxy.

Other information:

The most well known mutants, the Gunyu Force, face off against Goku during the Namek Saga. Captain Ginyu was the first to tell us that they were mutants. Very little else is known about them.
